Accessibility in the Federal Administration

Information and services that are available digitally can make it easier for people with disabilities to communicate with public sector bodies. This enables social involvement and political participation for all.

The swiyu Wallet and eid.admin.ch are partially compliant with WCAG 2.1, conformance level AA. Partial compliance means that some parts of the content do not yet fully meet the accessibility standard, as the software is still under development.

Efforts to achieve accessibility

To further improve accessibility, we work closely with the Swiss Federation of the Blind and Visually Impaired and the Access for All Foundation. In addition, we regularly conduct internal and external usability tests with people with various disabilities.

  • Article 9 of the United Nations Convention on the Rights of Persons with Disabilities (UN CRPD) sets out the obligation to ensure equal access to information and services for the public.
  • Article 8 paragraph 2 of the Federal Constitution states that no person may be discriminated against because of a physical, mental or psychological disability.
  • The Disability Discrimination Act (DDA) requires measures to be taken to prevent, reduce or eliminate discrimination.
  • The Ordinance on the Elimination of Discrimination against People with Disabilities (EPDO) contains provisions on the requirements to accommodate people with disabilities when designing federal services.
  • Article 3, paragraph 4 (Principles) of the Federal Act on the Use of Electronic Means for the Performance of Governmental Tasks (EMBAG) instructs federal authorities to make their services accessible to the entire population.
